Data Governance

The University of Illinois System is developing a federated data governance program designed to improve how institutional data is managed, understood, and used across the university community. Rather than centralizing decision-making, the federated approach enables campuses, units, and subject-matter experts to retain ownership of their data while collaborating through shared standards, practices, and governance processes.

The program is grounded in a non-invasive governance philosophy that emphasizes recognizing and strengthening existing responsibilities rather than creating unnecessary bureaucracy. The goal is to support consistent, trustworthy, and well-managed data while respecting the diverse needs and operating models of different organizations and stakeholders.

Current efforts focus on establishing collaborative governance structures, clarifying data stewardship roles, developing shared business terminology, and improving the transparency and quality of institutional data. These activities help create a common foundation for reporting, analytics, decision support, regulatory compliance, and emerging technologies such as artificial intelligence.

The federated governance program is a key component of the University of Illinois System Data Strategy and supports broader initiatives related to data literacy, shared data models, responsible data use, and long-term digital transformation. Through partnership, collaboration, and community engagement, the program will treat data as a strategic institutional asset that can be leveraged for the good of the system.
